Well, first things first, I'm Kenneth Østby, born in the year of our lord 1983 which makes me one of those who've experienced the pre-1984 era. The country which I've grown up in, and allowed me to have surnames with a non-ascii letter in it is Norway. If you're interesting in a brief description of Norway, you can read the HHGTTG.
